alpine linux apk add gives a temporary error

While a tool was giving lots of errors we decided to rebuild the server. However during the automated build process the following error occured:
ERROR: pkgconf-1.3.10-r0: temporary error (try again later)
Now this isn't the only line, every package that would be installed gave this temporary error. Even manually trying to install packages gives this error, when I just tried to instal bash:
apk add --virtual .init-deps bash
Everything sub package fails, some after seeing the progress bar continu till 80-90%
How can this happen? And more importantly, how can I debug this?
The major problem is: this only happens on the build server. When I run it inside the development pc it works fine.
