Installing apt and deb on minimum system

I have a motioneye raspbian image installed on raspberry pi. It is so minimal that it doesn't even have apt-get and deb. I can't install anything , I guess nothing will compile also there.
There are many raspbian and ubuntu images with minimum installation, like **openwrt*. same problem is there.
how do I install anything now ?
how do I install apt or dpkg ?
apt dpkg deb

the "normal" way would be to first install an operating system like Raspbian Stretch lite on the Raspberry Pi and afterwards motioneye. "There are many [...] images [...] same problem is there." please add more details
