Installing flash in Firefox running on Debian Stretch

I am trying to follow the instructions at https://wiki.debian.org/FlashPlayer
The libflashplayer.so is in the /usr/lib/mozilla/plugins/ and at /usr/lib/firefox-esr/plugins/, but Firefox does not find it.
Is there a path or something for plugins?
And where do I have to run sudo cp -r usr/* /usr
